Apparently - it's because Canada isn't doing enough to prevent drugs and illegal immigrants from pouring across the border. Firstly, I believe the drugs mostly go the other direction, and secondly, preventing illegal immigrants from entering the U.S. is really its own responsibility, and we certainly aren't doing anything to make it especially easy.

But maybe slapping tariffs on Canada seems tough and is easier than slapping tariffs on China, which is likely to significantly raise prices in the U.S. while apparently having a fairly minor impact on China's economy (1% or less, according to an article I read in the Financial Times). The Canadian (and Mexican, and Danish(?)) tariffs will also raise prices in the U.S.
