well, in theory, each clinic sets it's prices based on their own business--so a clinic with more staff to pay, in a larger/newer building will need to charge generally higher prices to cover their overhead.
Jes my local council will only accept a pet thats microchiped for registration - so if your dog or cat gets lost they can find you. That and you dont get into trouble for having an unregistered pet
