It seems to be a way of reducing the frequency of normal bin collection. We're down to one collection a fortnight of normal waste, once a fortnight of garden waste, a weekly collection of recyclables and six weekly paper collection. Once a fortnight bin collection in the summer makes for stinky bins.

That sounds rather gross Haz.
It can be. I throw bin sanitiser etc at it to try to keep the smell down, but it's not pleasant. Bins used to be collected weekly but this whole recycling lark has changed things.
Ours is every 2 weeks here. 1 weeks is regular garbage, the other is compost. Recycleables ***cough*** can be put out every week.
We have fortnightly for recyclables (paper etc) and garden waste ever alternative and weekly bin collection. Mind you the 4 of us in our unit block doesn't even fill a 260 litre bin
