tor... here in texas, there are now all these little stands where you can "buy" water... fill your own jugs or use theirs. They are used by the Mexicans, no one else... they do not believe the water coming out of the faucets is safe b/c it wasn't at home, and it is hard to convince them that it is potable... so people prey on them and sell them water
