never met a shelter worker who wouldn't be happy to be un-needed. but i doubt it'll empty the shelters.
I like the idea of the HAPPY Act...
the people who would get benefit from it are the people who do enough charity and/or have enough other deductions to bother itemizing, because pet expenses alone wouldn't be enough.
and the people who spend enough on their pets to hit that deduction already have enough money to take care of their pets... it wouldn't, in any direct way i can see, help lowincome people with their pets.

I agree, with both sides of this discussion. I have a pet I love and am not fiscally able to do as much as is optimal for health. This bill would help us. AND there are way more things that would help people -- like full pre-tax discounts for paying for post-secondary education and vocational education.
